We use a browser-session identifier and campaign link information to understand which outreach efforts bring people to this form. We do not send your comment or form activity to Meta. Browser storage holds attribution only, not your contact details or comment.

Records are retained pending a counsel-approved retention policy. Filing an exhibit makes it part of the public federal record.
